The shooting took place on May 20 after Jessica Neal called 911, reporting that her son was holding her handgun and threatening suicide. Responding officers belonged to the Memphis Safe Task Force, a multi-agency operation dispatched at the direction of President Trump and Tennessee Governor Bill Lee. The officer who fired was assigned to Homeland Security Investigations, a division of Immigration and Customs Enforcement.
What the Recording Reveals
Andre Wharton, counsel for the Neal family, said the Shelby County District Attorney’s Office recently showed him and Jessica Neal the video. The clip was captured from the perspective of a second agent at the scene, not the shooter. Wharton pointed to several details that, in his assessment, undermine any claim of imminent danger.
On the audio track, Jessica Neal can be heard explaining that her son was in crisis and needed assistance. Visually, the footage places agents near the front door while Neal stood at a considerable distance when shots rang out. Wharton also reported hearing one agent state that Neal was holding a knife, not a firearm, and that seconds later a second agent discharged his weapon. In Wharton’s reading, the body cam shows federal agent conduct that was disproportionate to the threat presented.
“It was unjustified in our opinion,” Wharton said.
The attorney described the reaction as “out of proportion with what they were facing” and suggested the video demonstrated a “lack of good training and experience,” calling the response “totally inconsistent with good law enforcement.”
A Family’s Grief and the Demand for Answers
At a Saturday press conference, Jessica Neal stated plainly that her son had not harmed anyone before the shooting.
“My son did not hurt anybody. And, within 30 seconds, she decided his life was not worth it,” she said, referring to the agent who fired.
Neal’s grandmother, Cindy Leachman Aldridge, told reporters her grandson was “not a lowlife, not a lawbreaker” and pledged the family’s resolve to pursue resolution.
“We’re not giving up. We’re gonna have justice. We’re gonna have peace, and we are, we are not going away,” she said.
The family described Neal as intelligent, quiet, and caring — a young man who had aspired to become a physician before mental health struggles took hold in his early twenties. They stressed that his death resulted from a crisis, not a confrontation.
A Pattern of Task Force Shootings
Neal’s death is one of five shootings by Memphis Safe Task Force members since the operation began last fall; state data indicate four of the five proved fatal. Wharton also represents the families of two other victims of federal-agent-involved shootings, including Tyrin Johnson, killed by National Guard troops on July 5.
State authorities have offered limited public detail about the incidents, including which task force members discharged their weapons and whether those officers remain on active duty. The Shelby County District Attorney’s Office did not respond to a request to release the footage publicly, and the Tennessee Bureau of Investigation declined to comment, citing an ongoing investigation.
Wharton framed the question in broader civic terms: whether federal agencies operating in Memphis can act without meaningful oversight, or whether the same legal standards will apply to them as to any other citizen.
“Citizens are wondering, are these agencies … going to be able to do this without some accountability? Are they gonna be able to do this with impunity? Or are the laws gonna apply equally to them?” he said.
